Benjamin Nieves is an internationally known homeland security and emergency management consultant, court expert, university professor, planner, and academic for over 25 years. Mr. Nieves has a Dual Master’s Degree in Emergency Management and Homeland security from Arizona State University with the distinction of Summa Cum Laude. Mr. Nieves is the author and designer of the first Federal and State Joint Operations Catastrophic Incident and Earthquake Plans of Puerto Rico. Both plans were based on the comprehensive research that Nieves and his team performed during the response and recovery operations of the category 4 Hurricane Maria in 2017 and the major earthquakes that hit the Island in 2020. Nieves was part of the authoring team of the All-Hazard Emergency Operations, Public Information and Medical Countermeasures Plans of Washington DC’s Department of Health, working with the Center for Naval Analysis (CNA). Nieves also was part of the National Academy of Sciences research team during the Supply Chains and the 2017 Hurricane Season research study that was published in 2018. Nieves designed Plan2Ops®, the first Mobile and Desktop APP software help emergency managers and risk managers manage mitigation, response, and recovery plans or projects. Nieves is a risk and hazard mitigation expert recognized by his achievements in the homeland security and emergency management fields. He is the author and developer of a complete educational program for Certification in Security Management for Columbia Central University. Also, he developed the Mayagüez 2010 Central American Games Emergency Operations Plan for all local and state agencies in Puerto Rico. He has developed many emergency operational and mitigation plans for Critical Infrastructures and governmental entities, for example, the first Dam Safety Emergency Operational Program in the Caribbean region. Most of Nieves’ presentations as keynote speaker are in the fields of Homeland Security, Emergency Management, and Crime Prevention. He trained more than 30,000 public safety and emergency management officials in the fields of Security and Emergency management. Nieves has designed and conducted over 250 USDHS All Hazard Exercises in compliance with the Homeland Security Exercise and Evaluation Program (HSEEP).
Nieves has the most recognized professional certifications and recognitions of the
industry, including; Master Exercise Practitioner from the National Emergency
Management Institute (FEMA), Certified Homeland Protection Professional from the
Global Society of Homeland and National Security Professionals - National Sheriff
Association, Certified Emergency Manager from the International Association of
Emergency Managers, Certified Protection Professional from the American Society
for Industrial Security and Certified in Homeland Security Level V by the American
Board for Certification in Homeland Security. He is the President and CEO of ISP, Inc.,
an organization specialized in training, consulting and equipment, and Executive Director of the
Emergency Management and Homeland Security Institute. Nieves is an Emergency
Management and Homeland Security professor for the American University of PR. He is an
expert in the fields of Emergency and Security Management, Asset Protection, Planning,
Exercises, Anti-Terrorism, Public Health, Crime Prevention, and Critical Infrastructure
Protection. Nieves is a certified court expert in the fields of security and emergency
management. Also, Nieves is a Certified Security Trainer by the Academy of Educators
and Trainers in Virginia, Certified First Responder, Personal Protection Specialist by the
Executive Protection Institute, and member of the International Bodyguard Association.
Mr. Nieves is a current member of the Board of Governors of the Global Society of
Homeland and National Security Professionals, a division of the National Sheriff
Association. In 2005, Nieves was awarded the Distinguished Member of the Year Achievement
Award and special recognition for his significant development of the Certified in Homeland
Security (CHS ) preparation and response teams in Puerto Rico by the American Board for
Certification in Homeland Security during the National Homeland Security Conference in San
Diego, California. Mr. Nieves was selected as a member of the Board of Directors for the Federal
Bureau of Investigations (FBI) Citizens Academy of San Juan District from 2011 to 2013.
Also, was selected by the US Immigration and Customs Enforcement Homeland
Security Investigations (ICE-HSI) to be part of the HSI Citizens Academy in 2015.
For many years the world has recognized a need for competent professionals
who can effectively manage complex security issues that threaten people and the
assets of corporations, governments, public and private institutions. Throughout the
world, the Certified Protection Professional (CPP), the Certified Homeland Protection
Professional (CHPP), the Certified Emergency Manager (CEM ), and the Certified in
Homeland Security Level 5 (CHS -V) designations are recognized as the public
safety and emergency management highest practitioner's recognitions. The CPP,
CHP P, CEM, and CHS-V are awarded based upon experience, education, and
approval of an examination that provides an objective measure of an individual's
broad-based knowledge and competency in security and emergency management.
Ongoing professional development is required to maintain these credentials.
